- Towards the end of 2013, the 9th WTO Ministerial Conference became a betting for developed and developing countries the members of WTO. The Ministerial Conference which held in Bali, Indonesia, in December of this year, became an arena where both groups of countries fight for their interest. This meeting is important for them because the result would determine the future of Doha Round, the current negotiation round of WTO. Furthermore, there are so many bilateral and regional trade schemes have declared. Before it got deals in Bali, the Doha Round hasn't got the deal yet because of very wide gap of position and interest between members. These conditions affect the centrality and relevancy of WTO as the main world's regime of trade. The institution of WTO been questioned especially in the mid of world which's still in the recovery from global crisis. In the mid of these conditions of pessimism, the deal of Bali Package has brought new oasis of hope for better result of the next negotiation. The attainment of Bali Package �as a part of negotiation issue of Doha Round� considered important momentum for developing countries in WTO. This achievement also bring some question: How could mc9 Bali deliver the outcome of Doha Round? What the reason behind of this success? What context makes the mc9 different with the other mc before? With the concept of power from Barnett-Duvall and integrativedistribute from Odell this research will try to understand the reason of the achievement and answer these questions. Both of the theory will be relevant to track progress of negotiation's issue modality and the roles of important actor, including Indonesia.
