- The aim of this study was to analyze the effectiveness of social assistance spending in Pontianak Regency in 2009-2013, based on the implementation Permendagri No. 32 of 2011 on Guidelines for Social Assistance Grants and sourced from the budget as amended by Permendagri No. 39 in 2012 . Meanwhile method used in the study this is a quantitative method to analyze the results of the questionnaire by using simple statistical analysis method, namely the validity and reliability test and the cochran test to determine the public perception of the effectiveness of social assistance spending . In addition, qualitative methods are used also by using descriptive qualitative method of analysis to illustrate the effectiveness of social assistance spending in Pontianak District in 2009-2013. After analysis, the results obtained that the implementation of social assistance spending in Pontianak regency in 2009-2013 have not been effective . It is seen from the implementation of the planning and budgeting, distribution, monitoring and evaluation and implementation of financial audit social assistance. This is supported also by the results of the analysis of public perception questionnaire. Variable distribution of information, precision targeting, monitoring and evaluation and financial audits are the things that support the implementation of the effectiveness of social assistance spending.
