- This study discusses regional asset management. This concept was chosen because regional asset management is important to be managed in a good way, in which now government is trying to create regional asset management. The first part of this study explained about the analysis of importance level of inventory implementation and fixed asset legalization. The second part explained about the analysis of regional governments� performance. While the third part explained about the analysis of problems in inventory implementation and fixed asset legalization. Likert scale was used to measure importance level of regional governments� performance of Papua Province in Jayapura. Importance performance analysis was used to analyze determinant factors in achieving inventory implementation, fixed asset legalization underlining the importance and performance, and problems in inventory implementation and fixed asset legalization in regional government of Papua Province in Jayapura. The sample used in this study was 75 respondents chosen by using purposive random sampling. Analysis tool used in this study was important performance analysis. The results from this study showed that according to analysis performance importance (IPA) most of primary factors of success determinants in regional governments of Papua Province have had high importance, while there are few needing improvement because the low performances. Those low performances are employee availability and others. Therefore a team was formed from Governor Pronouncement Letter and Responsibility of Chief Regional Division. Besides, there are some factors have to maintain because their evaluation was good: land legalization on behalf of regional government, understanding of Minister for Internal Affairs Regulation No. 17/2007, guidance of asset management need planning arrangement, annual planned asset management implementation. Asset inventory, asset inventory card, legalization activity report, goods checking, positive behavior and chief divisions� commitment, cost transparency, budgets and needs fit, asset management report to managers through managers� assistant, report of asset management with SIMBADA system, performance measurement, asset management information system, sufficient medium and infrastructures, land legalization following procedures, forming a land legalization team, land and building legalization, and consistent and continuous implementation of asset legalization.
