- Pacitan is one city that has quite a reputation in achievement as a city that has the best public service. Research on the conflict in restructuring and integrated service agency handling the conflict made in order to support the economic resilience of the region Pacitan. The purpose of this study was to: 1) Determine the implementation of the restructuring process the Board of Investment and Licensing Services Pacitan. 2) Knowing the conflict on restructuring in the Board of Investment and Licensing Services Pacitan. 3) Knowing the management and conflict resolution strategies on restructuring at Board of Investment and Licensing Services Pacitan and its implications for regional economic resilience. This research uses descriptive qualitative method of data collection while using in-depth interviews, observation and literature. Informants in this study is related officials and staff of the Board of Investment and Licensing Services Pacitan, with the criteria that the selected informants know in depth the problems studied, the sampling technique used is nonprobability sampling and determination of sample using purposive sampling technique. The results showed that: 1) Restructuring of Board of Investment and Licensing Services Pacitan implications for changes in organizational structure, duties and authority, the types of services and number of employees. 2) The conflict in restructuring the Office of Integrated Services at the Board of Investment and Licensing Services Pacitan divided into two parts, namely the conflict between the Board of Investment and Licensing Services and conflicts with other agencies in the Board of Investment and Licensing Services Pacitan. 3) The strategy chosen in handling conflict restructuring of Board of Investment and Licensing Services Pacitan is confrontation and possible outcomes obtained a win - win. The conflict in the Board of Investment and Licensing Services Pacitan fair is still within a reasonable level so that they can be handled well and developed into positive conflict. A threat to the economic resilience of the region in the form of the potential for open conflict.
