- This study aims to assess the reality of fulfillment warranty for the availability of breastfeeding rooms and to assess the constraints faced with the ways to overcome the problems of providing breastfeeding rooms to support the exclusive breast milk program in Primary Health Care in Sleman . This study is an empirical study of normative law through literature and field research to obtain secondary and primary data. Literature materials research consists of primary, secondary and tertiary legal materials. The location field research is Primary Health Care in Sleman. The Nutrition Section Head of Sleman District Health Office and head of Primary Health Care, midwifes and breastfeeding mothers as the repondents . The Ways and means of collecting secondary data was done by documentation method that means the documents study. Primary data were collected by interviewing, based on interview guide instrument. The data were analyzed qualitatively. Based on the results of research and discussion, it shows that six from eight Primary Health Care have breastfeeding rooms , while based on the result of interview with 16 midwifes , eight heads of Primary Health Care and 68 breastfeeding mothers known that 91 % mothers give breastfeeding milk directly when the baby crying, 93 % mother feel shy of breastfeed the baby in Primary Health Care waiting room, 94 % mother need breastfeeding room. Law enforcement for the availability of breastfeeding room is affected by structural components, substance and legal culture. Based on the results of research and discussion we can concluded that six from eight Primary Health Care have provided breastfeeding rooms with makeshift condition. The Constraints of providing breastfeeding room are places, cost, facilities and infrastructure. Those constraints can be overcome by designing unutilised room, using the existing infrastructure and spending cost from income fund. It is recommended first , the government who has responsibility to Primary Health Care can adjust the regulation, District Health in order giving solutions to the constraints and publishes regulatory regent which is easy to apply and giving strict sanction.
