- Established in 2001, Shanghai Cooperation Organization (SCO) initially bears a task to manage regional peace and stability from the harmful acts of �The Three Evils� stands for terrorism, separatism, and extremism, threatened every corner of each member countries, which stretched away in adjacent border. Consists of several ex-Soviet countries which are Kazakhstan, Kyrgyztan, Tajikistan, and Uzbekistan, the dynamics of Shanghai Cooperation Organizations agenda also had been influenced much all along by China and Russia as the prominent member. Though consensus has been a part of its decision making process over a decade, yet the role of experienced and ruthless international politics actor like China and Russia are inevitably filled the spot of running an agenda infuser in the organization, while the other members were still focusing more on developing their countries and adapting on any other multilateral cooperation schemes. The year of 2003 were marking the era of the importance of constructing an economic security throughout comprehensive multilateral trade and economic cooperation. Being given myriad of revisions and negotiations, the blue print of Cooperation Program on Multilateral Trade and Economic Agreement had managed to initiate a projection of an SCO� Free Trade Zone on 2020. As a starter, a development program on increasing interconnectivity and reformation of border bureaucracy were being conducted and assessed, to eliminate physical barriers on the way to free mobility of goods, service, capital and technology in the future. Of all the SCO country� member, Kazakhstan has the most improved record in terms of its internal and foreign economic policy reform not only to catch up with the organization�s agenda, but also to boost its country�s economic competitiveness. This was such an opportunity for China in brokering an economic cooperation scheme to Kazakhstan that imposing many essential elements of economic growth triangle, under considerations that regional economic cooperation that has been operated could not fulfill the regional economic agenda effectively and efficiently. Such scheme was also attracting Russia�s involvement as the prominent balancer of this region to contain domination from China and to maintain Central Asia�s country dependency towards
