- In the current era of globalization, increasing competition between companies require way to be able survive and to be the best in its field. Therefore, many companies use information technology and information systems to support their business processes. Using information systems and information technology is one way to use in a variety of companies to improve the effectiveness of the company's performance. Having information systems development activities comprehensive guide, the information technology will be completely based on a thorough analysis of the business requirements and potential technologies that could be used. This includes architectural design expected and supported with a thorough plan of management, maintenance, and financing such activities. This study aims to evaluate and to analysis the application of information systems and information technology investments in Politeknik Caltex Riau by looking at the effectiveness of the benefits gained by four IT Balanced Scorecard viewpoint. This viewpoint is how to IT/IS can contribute to the company's business strategy, operational excellence, user orientation, and future orientation. Besides that, it aims to formulate investment strategies prioritizing future development. This is done by the management group discussions to formulate development targets by looking at the potential of existing technology in order to compete with other companies engaged in the field of education by using Fuzzy Multi- Criteria Decision Making with combining several methods namely the Balanced Scorecard, Fuzzy AHP and Cost Benefit Analysis. The recommendations done from the results of research and analysis, using information systems in the Polytechnic Caltex Riau has met the expectations of stakeholders summarized in the IT Balanced Scorecard criteria. Even so, there are several things to note to fix the gap between strategy with action. In this case, the researchers provide recommendations to address the gap. From the discussion, the researcher can formulate an investment strategy prioritization system development and recommendation of management needs to be done to achieve each priority targets .
