- For a long time, Myanmar is considered as a thorn in the development of Southeast Asia region. One of the reason is democratization process that going backward in Myanmar. Furthermore, incident of Saffron Revolution in September 2007 once again pushed Myanmar under the international spotlight. That�s why it is worth to see the Indonesia�s foreign policy toward Myanmar, especially because Indonesia is democratic and biggest country of the region. For that matter, using Richard Snyder theory of decision making process, this study is trying to unveil two main setting as the background of Indonesia foreign policy toward democratization issue in Myanmar. Internal and external setting are two important aspect in order to see the background of Indonesia foreign policy toward Myanmar. One of the internal setting is Indonesia�s transitional achievement as democratic state, while it membership of ASEAN as the external setting behind these Indonesia�s foreign policy toward Myanmar.
