  • Social Health Insurance Program (Jamkesos) is a program which provides health insurance in Province of Yogyakarta and it is also able to cover and fulfill the basic need of health continually for the citizens in Province of Yogyakarta in order to improve citizenâ��s health condition optimally. Jamkesos has been applied since 2003, and in 2008, Agency of Bapel Jamkesos is developed and it becomes UPT of Department of Health Province of Yogyakarta. As an institution which aims to provide maximum service to society, quality of service can be seen from the responsiveness of these institutions. So Bapel Jamkesos as a service provider, provides responsiveness to the hopes, desires, aspirations and demands of the users of the services, thus, the analysis of the responsiveness analyst is needed.This analysis oriented to anticipate the occurrence of dis-government accountability of efforts to grant health coverage for the poor on the Jamkesos program. The research is intended to find out how the responsiveness of society to Jamkesos program with the case study in Blali Village, Bantul Regency. Location of this research is in Blali Village, Bantul Regency. Meanwhile, method of this research is descriptive qualitative. Collecting dataâ��s method was using primary data, with in-depth interview, direct observation, and analysis secondary data source. This research show that the implementation of Jamkesos has quite a good responsiveness, because Jamkesos can provide the services according to the needs and aspirations of the society, although still deficient in some implementation. Indicators for measuring the responsiveness of the program Jamkesos is obtained from the results of the writing and analysis of several indicators is (1) a procedure of ensuring and claims. Procedures of ensuring difficult for people, because people must come here themselves propose assurance to bapel Jamkesos DIY office. Claims procedure from the hospital and puskesmas to bapel Jamkesos had maximal quality because the hospital only send up the shafts of claim procedure once a month, and the payment through account each with a period of maximum 15 days. (2) a procedure jamkesos DIY, the program procedure socialization given jamkesos from above namely bapel jamkesos DIY until the level of hamlet. an absence of information that is not distributed, because the information stop at puskesmas level, so that people feel didnâ��t get the socialization of jamkesos. So a mechanism jamkesos work at hamlet level, especially of Blali hamlet, still less visible. (3) Implementing DIY jamkesos quality, in this case seen from the human resources. Jamkesos lack of employees, so, many employees handle the blank position. The education quality is still not evenly so that existing human resources not compatible with the procedures. (4) Society (as the target group), society of the village Blali which has a different case, but in essence still persist in terms of financial problems. Of the four indicators that the responsiveness, there are positive and negative impacts of the Responsiveness Jamkesos to the community. Positive impact seen from the amount of utilization of Jamkesos, and the negative impact that the lack of information received from the participants Jamkesos.
