- Sleman district as locus of this study has a lot of amenitif factors that make this area were choosen for new location of residential development. Currently, most of residential development in this area were located in several sub-districs including Depok, Ngemplak, Ngaglik, Sleman , Mlati and Gamping all are within urban areas in the district of Sleman. The study aims to explore developers behaviour in residential development. This was conducted using a rationalistic approach with a qualitative descriptive analysis method. Samples were taken based on the data of residential developers who build housing in Sleman and already granted Land Use Permit (IPT) by Regional Land Management Agency (BPPD). This study found that residential developers have their own behavior in determining residential location, other than location criteria. In general, the developers were opportunist and try to achieve maximum profit. Developers always look for the opportunities and doing speculation including by breaking the existing rules. There are two types of developers in this area: professional developers and small/non-professional developers. Limited capital and resources force small developers to work with investors. It was also found that developers are always misused the ineffectiveness of the government's role as regulator. Then its lead to the situations where consumers tend to be weak, helpless and in some cases harmed. Consumers do not have enough information about the developer and its products, and has no sufficient \"bargaining power\" in realizing their need for housing. This study recommends the importance roles of the local government to correct the situation, particularly to regulate developers behavior.
