- This study aims to find empirical evidence of the influence of the external pressures, environmental uncertainty, and competence of human resources against implementation of government e-procurement in Indonesia. Theoritical development and interpretaion of this study is drawn from institutional theory, especially institutional isomorphism. The samples of this study consist of procurement officials in government agencies in Trenggalek Regency area. Research data obtained by questionnaire and interview method. This study used mixed methods, combination of two approach (quantitative and qualitative) at the same time with sequential explanatory interpretation strategy. Quantitative data analysis using multiple regression and qualitative data analysis using thematic analysis. The result of quantitative data analysis indicate that external pressures and competence of human resources has a significant positive effect on the implementation of e-procurement. And the result of qualitative data analysis indicate that coercive, mimetic, and normative isomorphism occurs on implementation of e-procurement.
