- This research aims: (1) to discover consideration of District Council of Honor in solving the distance problems between the Notary offices in Kulon Progo. (2) to discover constraints faced by the District Council of Honor in resolving problems regarding the distance between the Notary office in Kulon Progo. (3) to discover the efforts made by District Council of Honor to overcome obstacles in solving the problems of the distance between notary office in Kulon Progo. This research uses an empirical approach to legal research, that is research conducted to obtain primary data pertaining to the things that exist in the fields, as well materials relating to the research topic as secondary data. This research was conducted in Kulon Progo. This research was conducted through direct interviews with respondents and interviewees, then equipped with secondary data. The sampling technique is done with a non-probability sampling, using purposive sampling that is samples were taken based on a certain criteria in accordance with the purpose of the research is based on the object under study. Analysis of data was performed using a qualitative approach and the results are descriptively. The results of this research indicate that the District Council of Honor in Kulon Progo using Article 3 point 15 of the Notary Code of Conduct for consideration in resolving the issue of the distance between notary offices, wherein the article has extended its meaning and associated with ethics in the Java community. The constraints faced by District Council of Honor are: (a) Regulation the distance between the Notary office not expressly regulated in Notary Code of Conduct and Notary Act, (b) Notary AN, NR, and E had already contracted the office they occupy for a period of 2 (two) years, (c) District Council of Honor merely ask to District Management about the cause not implemented of decisions.
