  • Post implementation of the new National Shipping Act (Act No. 17/2008) in Indonesia has brought changes in management of port. The management of Tanjung Priok Port previously was done by Indonesia Port Corporation II (IPC II) as mandated by the National Shipping Act 1992 (Act No. 21/1992). But then, as the regulation change as well as the policy in port management. In principle, based on the new law there are three separate role of port management in Indonesia, they are: Port Authority, Harbour Master, and Port Business Entities. Because of this separation function, currently the role of IPC is only as Port Business Entities together with other terminal or facilities operators. This research look deeply into Tanjung Priok Port Authority as the port operator in Tanjung Priok Port especially the performance of Tanjung Priok Port Authority which seen from the level of services of Port Authority from the service performance on container terminal in Tanjung Priok Port which related to reliability and efficiency before and after the restructuring of port management in Tanjung Priok Port. Therefore, related to the port performance some of the indicators that use in this research are according to Director General of Sea Transportation Decree No UM.002/38/18//DJPL.11 Year 2011 regarding Performance Standard for Port Operations Service. Several indicators that analysed and matched with the standard are Waiting Time, Berth Occupancy Ratio (BOR), Loading and Unloading Performance (Box/Cc/Hour), and Yard Occupancy Ratio (YOR). From the analysis by matching those indicators above with the standard found that the reliability and efficiency of service performance from container terminal operators are good. Which indirectly tell that the Port Authority performance also good in maintain the condition and stability for port operation. Furthermore, Port Authority as the new operator of Tanjung Priok Port has not brought many changes in actual condition of Tanjung Priok Port by now. Especially it was just established in 2010 that within 2 years is too short time to see for changes. However, in terms of performance the port is still in good condition which can be seen from the increasing throughput in the container terminal apart from the change of management in the port. It seems that the change in management in Tanjung Priok Port did not bring negative impact to the performance in the container terminal. Nevertheless, for running the operation in the port, Tanjung Priok Port Authority needs to have more coordination with IPC II which is the former operator in order to know the actual condition in Tanjung Priok Port so that it can be find out what the port needs to have to maintain its performance.
