-  Development of fish cultivating business are getting harder to achieve higher profit because the cost of woof always rising whereas the cost of fish products are relatively stable. That�s why some association that could create woof independently was needed. ASTROPAKANIK (AsosiasiTrobosanPakanIkan) was an association formed by groups of fish cultivator around Yogyakarta. This research formed a qualitative research which uses discussion and interview to collect data. Methods that were used to process the data weredescription statistic and ARC (Architure, Routine, and Culture) diagram approach. The conclusion from this research found that there were 4 matters concerned with ASTROPAKANIK. First was the quality of human resource that involves in ASTROPAKANIK wasn�t qualified and labors only waited for help from governments which made them passive in participating with the association. Secondly was the condition of related institute. The problem with this was that the condition wasn�t yet firmed and developing very slow which the institute should take place in empowering labors. Third, strategy was arranged in developing the institute using ARC (Architure, Routine, and Culture) concept. Finally organization structure was formed. The organization structure was a functional organization which means the organization had authorities from head manager, order was given to head of each department that had a functional position for then passed down to members with specific expertise.
