- Democratic p olitical concept urges all initiatives to include public in a participation as part of good governance process. In Indonesia, one of many efforts to increase public participation is to use ICT in public organization, known as e- Participation. Public limitations in developing this organization to do e- Participation has made public participation does not always . run smoothly Society Information Group (SIG) of Kebasen Village as one of the public organization with function to process the information and empower people has been using ICT tools for a couple of years to enhance its activities. In order to gather the information how SIG did its function so a qualitative research were conducted by doing interviews, observation, documents examination, and FGD. This theses reported the result of a research, which is a model, upon subject of SIG regarding the information processing based on e-Participation framework. Those resulted some specifications according s model from Kalampokis et.al.� , stakeholder and ICT tools participation process, In fact, non- . ICT tools were still hold an important position in inter-stakeholder process of communication. We can effectively reach every layers of the village�s community using both of the media eously. The cooperation among stakeholder is believed as en simultan abler to increase SIG on behalf of its quality of work and the tools being used. In these theses, motivatition, benefit, and empowerment was also found as another success factor for the group being researched, on the field of information processing as a kind of public participation process.
