  • Donggala regencyâ��s government policy which gave exploration Mining Business Permit (IUP) PT Cahaya Manunggal Abadi (PT. CMA), and stated Balaesang Tanjung District area as mining area, has created conflict in the community. The purpose of this research is to define the conflict, to describe the conflict variance and type, the conflictâ��s actors, its dynamic, as well as to study the of the Donggala Regency governmentâ��s role in managing those conflict. The research was done inductively using descriptive qualitative method, based on the rationalistic paradigm. The result shows the conflict at the gold mine in Balaesang Tanjung District is conflict of land utilization and natural source management. Base on the conflictâ��s root, there were two types of conflict, namely interest conflict due to the interest differences in land utilization and natural source management, and relation conflict to the bad communication management of the regional government. The conflict involved the groups in the community (pro and contra), the company (PT CMA), and Donggala Regency government as interested group. Therefore the local politicians, NGO, local media, and the police are the quasi groups. Recently conflict in the de-escalation conflict stage with the conflicted groups are stopping hurt each other and have made a deal which embodied in â��Mata Paluâ�� agreement. However the amount of compensation on the land/plantation has not yet agreed and the unrealization of the IPR promised by the government had potential to start a conflict in future. The role of the Donggala Regency Government in monitoring the PT CMA exploration operation has been lacking, therefore early anticipation on advance communityâ��s chaos in conflict has been failed. The conflict resolution effort by the Donggala Regency government is reconciliation and mediation. The reconciliation aims to create peace and understanding among the conflicted parties, and the mediation is to discuss the land liberation.
