  • The non-existence of forest management institution such as KPH (Forest Management Unit) in the forest management system outside Java Island at tread level is an important factor of forest deforestation and degradation enhancement. KPH model establishment, including KPH-(P) using Poigar Model is an effort in accelerating KPH development. The research is to ascertain the KPH-(P) Poigar Model preparation toward actual KPH condition at tread level as independent KPH. The indicators consist of: (1) implementation process of development, (2) KPH development achievement/ performance, (3) factors that affect the achievement level. Development implementation process KPH-(P) Poigar Model was analyzed with the model of van Meter and van Horn implementation process (1975). The model was studied in term of its development of the variables and the affecting factors. The ISM (Interpretative Structural Model) technique was used at the end of the analysis to find the key factor. The result shows resource inputs which consist of: forest resource, human resource, financial support availability, and non-optimal operation of the available facilities. Communication of KPH development has establishment with policy transfer process at province, regency, district and village level, has not been yet effective. Operational institution characteristic of the (KPH-(P) Poigar Model has not yet followed the normative KPH guidance. It shows in the KPH-(P) organization is still embodied as technical implementation unit (UPT) of Forestry Office without certain areas. The implementator disposition as mention in the PP3/2007 has not yet acommodated as the obligation and functions in the KPH-(P) Poigatr Model. However in the low capacity, the forest management can be seen in forest management and its planning, activities of forest rehabilitation, and forest preservation. Based on the assessment on the verified indicators, average of KPH development achievement is 35.8%. The 20 identified factors significantly affect the achievement/development of the KPH-(P) Poigar Model. After ISM technique test, the key factor was known as human resource quality and quantity. In the future, research regarding KPH business development is needed for acceleration of KPH-(P) Model Poigar.
