- Semarang city is coastal area that tidal flood as a result of climate change is inceasing. Tidal flood in Semarang City is also triggered by land subsidence in average 0-1 cm/year and 8-9 cm/year (ACCCRN, 2010).Measurement of vulnerability level is needed to determine the vulnerability degree. Vulnerability will be associated with disaster risk, hazard, and capacity. Disaster risk is an interaction between vulnerability level and hazard. Hazard is inclined nature process, while vulnerability level can be reduced by increasing of capacity. This research aims at assess vulnerability level that associated with hazard and risk. Vulnerability level is assessed in 5 periods, namely 1980, 1990, 2000, 2010, 2020. Vulnerability level based on the indicators that have been defined, namely economic, social-community empowerment, and urban infrastructure. To reduce tidal flood impact is reflected in adaptation and resilience that will be described in 5 periods. This research uses positivistic approach through real and apparent measure.The technique consist of scoring, qualitative descriptive, cross tab, and geographic information system. Output in this research are assess vulnerability level and adaptation in five periods. The result of these studies can be considered in structuring the adaptation and resilience. Adaptation and resilience are realized as process of selection alternative to reduce tidal flood risk in the future that pays attention to the changing of vulnerability, capacity, and hazard risk. Adaptation and resilience are also interpreted as transition of alternative choosing to reduce risk in certain time range.
