- The principle of non-interference, as a consequence of the principle of state sovereignty, is the foundation of the establishment of ASEAN and a framework for its members to interact. This principle is reliable in resolving conflicts among members of ASEAN. But with the transnational threat that has been prominent since the post-Cold War, this principle is no longer sufficient to be the sole problem-solver in the field of regional security. Especially since the events of 9/11, the Southeast Asian region is considered as a 'second front' in the global war on terrorism. Terrorist events of 9/11 and its subsequent terrorist acts pose a challenge to ASEAN because of the transnational nature of this new threat of terrorism. The threat of transnational terrorism requires ASEAN member countries to work together more closely. This writing seeks to examine how implications of ASEAN's non-interference principle handle the issue of terrorism in Southeast Asia. By using qualitative methods, the author take the secondary data from various written sources, namely: books, newspapers, journals, magazines, and internet sites. The focus of this research is to identify and to analyze the handling of the issue of terrorism in Southeast Asia by the ASEAN. Until now, ASEAN still gives priority to non-interference principle in cooperations conducted among members of ASEAN to address the issue of transnational terrorism in Southeast Asia. This conclusion was obtained by the author by examining policy instruments related to the issue of terrorism in the ASEAN region. As stated in the ASEAN Conventions on Counter-Terrorism (ACCT) and the ASEAN Comprehensive Plan of Action on Counter-Terrorism (ACPoA on CT), ASEAN emphasizes the role of individual ASEAN member countries by asserting sovereignty and strengthening national defense authorities of member countries.
