- Forest Resource Information System (FRIS) consists of Forest Resource Monitoring System and Database Management System. The actual condition of Perum Perhutani�s FRIS is not suitable for solving its monitoring problems. The development of FRIS needs the improvement in Forest Resource Monitoring System at the overall level of organization. One of the most important level is Forest Management Unit (Kesatuan Pemangkuan Hutan/KPH). The objectives of this research are to construct the model of forest resource monitoring system and to identify some problems concerning forest resource monitoring system. The model is constructed by structured analysis and Bunge-Wand-Weber�s which represent by the semantic ontology model, the entity relationship model and data flow model. Model validation is conducted by identification its capability for providing supporting information to answer some strategic questions. While the purpose of gap analysis is to compare the system model and the actual conditions. The result is a model named Model_Semantik_KPH. This model is capable to describe a system that relevant to the actual condition but also to answer some problems that faced by Perum Perhutani�s forest resource monitoring system. The results of the gap analysis show that there are insufficiencies of the entities and disfluencies of the data flows.
