- Starting manejemen public sector changes quite dramatically from the traditional management system (Traditional Management) into a model of public sector management more flexible and accommodate the market. Changes in public sector management is the New Public Management approach. The implications of such a paradigm shift in the management of change in the arrangement of the Indonesian government which focuses on changes in performance-based management becomes a part of the era of good governance. This study aims to find empirical evidence of the influence of the system consists of incentives, performance measurement systems, internal communication, and leadership style on the performance of non-financial government Cilacap. This study used a mixed method design, with a sequential explanatory design. Sequential explanatory mixed methods design is composed of two phases, in this study begins with the first quantitative method is the method of stuctural equation model (SEM) with a variance approach (partial least square path modeling), then after the results obtained, further follow-up of research results through qualitative methods of interviews using thematic content analysis. The results of this study indicate that leadership style has a significant positive effect on the performance of non-financial government Cilacap. Internal Communication significant positive effect on non-financial performance. Performance measurement system also has a significant positive effect on the performance of non-financial incentives system is not positive and significant effect on the performance of non Finansia
