- The Strengthening Capital Fund Program of The Business Institution of Rural Economy was launched with the goal of keeping The Business Institution of Rural Economy can buy grain farmers in accordance with the government's purchase price, so farmers earn a reasonable income. In relation to improving the welfare of farmers, this research aims to know the ability of The Business Institution of Rural Economy in absorbing ( buy ) grain farmers use the strengthening capital fund that is received. This research use qualitative approach, with technical data of interview, observation, and documentation. While, data analysis unit using the purposive sample technique. This research is focused on Strengthening Capital Fund of The Business Institution of Rural Economy in fiscal year 2010 and 2011 in Kalasan District, Sleman Regency. The result showed that The Strengthening Capital Fund Program of The Business Institution of Rural Economy in Kalasan District, if viewed from the side of exactness target group is appropriate because strengthening capital fund recipient is the appropriate criterion. The precision of the use of funds by The Business Institution of Rural Economy also been appropriate, namely for the purchase of grain farmers. Meanwhile, from the capability of absorbing grain farmers use the strengthening capital fund is still low only capable of absorbing grain farmers around 41,98 percent in 2010 and 2011 about 42,30 percent. Factors affecting the ability of The Business Institution of Rural Economy to absorb grain from farmers is allocation of the strengthening capital fund is very low.
