- As the apparatus of local government at regency/municipal level in Papua Province, Head of District has very strategic roles in the implementation of local government and development with a participatory spirit. In increasing community participation in the planning of local development as well as providing them with opportunity to enjoy the outcomes of development, the active roles of Head of District as the apparatus of local government at regency/municipal level are very necessary to involve the local communities at each village in the planning of local development, in this case by Development Planning Consultation (Musrenbang) at district level in order that local development program and activity implemented can be actually appropriate with the aspirations and interest of local communities. The purposes of this study are to find out the implementation of Musrenbang at district level in Mappi Mappi, Papua Province , and to find out the roles of Head of District in holding Musrenbang in the framework of local development in Mappi Regency, Papua Province. The study was conducted using a descriptive qualitative method. The data used in the study were primary data collected through observation and in-depth interview, and secondary data obtained by a documentation technique. The data collected were then analyzed by a descriptive qualitative technique. Results of the study indicate that local government and development in Mappi Regency has not been implemented optimally well. In Obaa District, there are still many areas that are very difficult to access because inter-village distance in the district is so far and difficult to access by the existing transportation facility. The implementation of Musrenbang at district level is required as a very strategic local development planning consultation forum. In Mappi Regency, the position as well as main tasks and functions of Head of District are very important and strategic because generally local communities are still traditional, so the functions of government at village level could largely be not performed optimally. The main roles of Head of Obaa District are the socialization of development program and activity at district level, encouraging the active participation of local communities, facilitator in the settlement of development-related problems, and the optimization and efficiency improvement of development funds allocated through Musrenbang in Obaa District. The performance of the role of Head of District in holding the Musrenbang in Obaa District tended to be less optimal because of three factors, i.e. : the local development planning tended to be top-down oriented in nature
