  • Community organizing has been widely studies to encourage rural development in developing country. Studies show that participation, social capital, and leadership become vital characteristics of community organizing. This qualitative paper focuses on community organizing in three micro-hydro communities, specifically on how participation, social capital, and leadership influence community organizing. This research find that better participation and social capital do not guarantee better community organizing, leadership becomes important characteristics that can encourage participation and social capital. In addition, the present of non-formal leader can strengthen community organizing and manueuver the contradict opinions of citizen. Through studies, this paper provides recommendation of making the best combination with adjustment to community organizing characteristics. This will lead to better community organizing. Also government support in the form of fund, technology, knowledge, access, and facilitating will lead to better community organizing.
