  • Maternal mortality in Bangka Tengah regency, Bangka Belitung Island province was high since 2011-2012. The high maternal mortality rate was caused by limited access to health service that lead to low usage of health service. In addition to distance, cost also influenced the condition so people still perceived that delivery helped by midwife is expensive. Dealing with the condition by Jampersal, delivery aid by health personnel and done delivery in health service centre is expected to reduce mother mortality rate (MMR) and infant mortality rate (IMR) in Indonesia and Bangka Tengah regency in particular. This research used qualitative method. Data was obtained from primary and secondary data. Primary data was obtained by direct observation and interview on informant. Secondary data is obtained from report, documentation and profile of Health Office in Bangka Tengah and general hospital of Bangka Tengah related to maternity insurance and its aspect, mother and infant health and matter related to MMR in Bangka Tengah regency. Factors influencing maternal mortality in Bangka Tengah regency were support of logical government in providing fund for KIA program, human resource and infrastructure in Bangka Tengah regency that influence maternal mortality incident in Bangka Tengah regency. Less quality human resource and low fund intended for helping mother and infant and less infrastructure as instrument to aid delivery resulted in high mother mortality rate in Bangka Tengah regency. The result indicated that membership aspect in maternity insurance may be covered thoroughly not only for maternity insurance but entire health insurance. In financing aspect, fund coming from centre government always late so influence the service. In service aspect there is insufficient personnel and facility in doing policy and providing eservice. In organizational aspect, general hospital still underwent lack of personnel in the team that influence Jampersal implementation. This research recommend additional of support from various parties in applying the policy, such as involvement of various parties to disseminate a program and support and commitment from local government in doing a policy to achieve goal of the policy. The support of providing fund to do various program and activity to improve mother and infant health, supplying quality personal and supplying infrastructure and equipment in order to accelerate decrease in MMR in Bangka Tengah regency.
