- Indonesia has been implementing a variety of telecommunications technologies . To meet increasing customer and quality , it is necessary to reform in all sectors . One of them is the telecommunications infrastructure . Wi - Fi Offloading technology as advanced 3G evolution that has been implemented in Indonesia. Wi - Fi Offloading offers data access speeds up to 100 Mbps , or about 4 times the speed of HSDPA + teknelogi . PT . XYZ is one operator that has a self-test for Wi - Fi offloading technology . But as the time after the implementation of 3G 2G , , lots of things to consider to implement Wi - Fi Offloading . Therefore, it is necessary to formulate an appropriate strategy in implementing Wi - Fi Offloading the PT network . XYZ in Indonesia. The research in this thesis was done by PT strategy formulation . XYZ in order to enter the Wi - Fi business Olloading as a new player . Strategy formulation is based on the concept of strategic management science by using strategy formulation consisting of External environmental analysis , Evaluation Matrix Internal External Evaluation Matrix , SWOT , Internal External Matrix , and QSPM . After the formulation is obtained that the strategy \" Improving Data and VAS services by using customer lifecycle management to increase the number of subscribers and slowly implementing Wi - Fi offloading \" is the best strategy and that can be implemented.
