  • Finnish government was trying to accommodate the only indigenous people of Finnish, the Sami, by giving such arrangement of self-government. The arrangement must meet not only Sami interest, but also Finnish people interest in general. This paper questions Finnish governmentâ��s consideration in deciding Cultural Autonomy as a self-government arrangement for Sami People. This paper examines Samiâ��s historical, demographic, and geographical background as well as other factors such as Sami demand for freedom and equality (domestic factor) and international factors. It is also examines the implication of the Cultural Autonomy towards Sami People as indigenous people, as well as Finnish people as a majority. Such a special arrangement kike Cultural autonomy, off course, could cause polemics within the overall society. We could see how different interest cold be the greatest obstacle in accommodating indigenous peoplesâ�� rights and how the government and the society in general deal with it.
