  • Background: Low coverage of participation in Independent Universal Health Insurance (Jamkesta) Program at Yogyakarta Special Territory is a constraint to the acceleration of total coverage at Yogyakarta Special Territory. Out of 13,000 people targeted in 2012, the realization only reached 1,651people.The choice for District of Sleman in the study is due to the largest quantity of population in Yogyakarta Special Territory (1,079,010 people), but coverage of health insurance is low (445,272 people). Population of Sleman District participating in independent Jamkesta comprise 335 people or 0.07 of those that do not have health insurance. The coverage is the lowest compared to other districts/municipality within Yogyakarta Special Territory. Objective: The study aimed to find out whether understanding to the procedure and mechanism, perception to the benefit of the package and to the amount of premi affected interest in becoming participant of independent Jamkesta at Yogyakarta Special Territory. Method: The study used cross sectional design. Samples consisted of 75 people selected through simple random sampling technique with inclusion criteria those who had no health insurance.Data were obtained through questionnaire and in depth interview guide. Result: Respondents who understood the procedure/mechanism had possibility as much as 119.1 time greater for becoming the participant than those who did not understand. Respondentshaving good perception to the benefit had possibility 40 times greater for becoming the participant compared to those with poor perception
