- Background: Jampersal is one of the central government program to facilitate of citizen rights, especially for pregnant and maternity women. The objective of Jampersal program is to decrease the mortality of babies and mothers beside to increase the service quality also service system by recording and reporting which need to support observating and evaluating. There are two kinds of service systems, recording and reporting the Jampersal claim and recording and reporting about mother and children�s health. Evaluating process is based on the Jampersal data report but only a part which known about its quality, especially for helping of decision making and Jampersal evaluating programe. Objective: The objective of this research is to know about the quality of recording and reporting of Jampersal and use the benefit of those data in Indragiri Hulu District. Metode : The metode of this research is case study design with qualitative approach in Indragiri Hulu, Riau, which health fasilitation such as Primary Health care and Hospital. This research is used depth interview, observation, and review of document Result : Data Program Jampersal only used to process claimants only. Recording and reporting process does not comply with existing technical guidelines.The patien cannot be claimed to use Jamersal service without reference. This hospital cannot refuse the patient with normal maternity process, so there was consistency of service data for claiming which influenced of decision making. Payment of claims submitted not in accordance with what is required, so that the data created can not be utilized properly. Conclusion: Although no court supervision that helps correct recording and reporting, the available data have not been used to analyze the problem and utilized for quality of care Jampersal. Referral services on Jampersal un funcional properly, which resulted in the adjustment of the data to claims process in the Hospital
