- Public policies implemented by the Central Government for the alleviation of poverty in the community apparently did not have a major impact in overcoming the problem of poverty. This requires the local government to create a policy alternative in terms of poverty alleviation in their respective regions. Kendari city is one area that tries to understand the problem of poverty by creating a policy that is innovative to be able to alleviate the problem of poverty. Civil fraternity program is a public policy program in an effort to alleviate poverty by empowering communities to unite in friendship patterns of families who are economically able and not able to with a sense of sincere and voluntary society into practice. This study aimed to examine the background of the underlying concepts of civil fraternity program in reducing poverty in Kendari City and identify the factors that affect the implementation of the program in the field of civil fraternity. This research was conducted using qualitative descriptive methods. Methods of data collection were by interview, observation, and secondary data. Research results showed that the background is purely how the concept of program able to create an order of civil society life as well as reduce the problem of poverty in Kendari City. The factors that influence the successful implementation of this program is the expected rate of change in behavior and a lack of commitment from the implementing agency in the implementation of the program of civil fraternity. It is expected from this research in order to be formulated in better implementation format so that it can be a better learning material for innovative programs such as the type of voluntary civil fellowship program.
