  • This research discusses Turkeyâ��s foreign policy shifting in its respond to NATO military intervention to Libya in 2011. Turkey alignment faces a dilemmatic condition. This dilemmatic situation made Turkey seems inconsistent about its foreign policy. In the beginning, Erdogan administrative said that Turkey rejected the military intervention to Libya but, as the process went, Turkey shift to fully support NATO military intervention and got involve its self to Libyan crisis by UN mandate. By using qualitative method, this research indentifies ideational factors behind the shift of Turkey foreign policy. As the basic argument, this study assume that complexity of Turkey foreign policy decision making process could not be separated from the influence of identity, values, and agentâ��s interest and international structure around it. In this case, Erdogan administrative foreign policy vis a vis with Libya relation, collective security community of NATO, and Responsibility to Protect (RtoP) norm. This research found that Turkey behavior in this military intervention was so influenced by the shifting meaning of the domestic values and external structure changes. In the end, this study concludes that international structure (norms and organization) and actor behavior are determinant factor in defining Turkey identity and its national interest.
