- The partnership run by the government and the private sector is a form of cooperation that has equivalent positions between the two parties, both the government and private sector are bound in a contract or agreement. In the middle of limited resources, both in the government and the private sector, then the partnership is a good option that provides conveniences due to the process of joint venture or the merging of resources by each party. This study aims to determine how the process of the partnership is built, and the implications of the partnership on the quality of public services after being implemented. The research is conducted in the province of Yogyakarta with the case study on the partnership of Trans Jogja bus. Research method for this This study is descriptive study using qualitative descriptive method, where the primary data are obtained from indepth interview on informants who are the key information sources. the additional data are obtained from documents and observations conducted in the location of study. The data analysis is conducted through collecting data , interpreting data , concluding the interpretation results . Results of this study reveals that, from the beginning to the formation of a cooperation agreement in the public transport sector between the provincial government of Yogyakarta with the private sector, it is indicated that this cooperation is built based on the background of the poor public transportation system, which is in the extremely complex and alarming condition. Meanwhile, the background of the selection of partnership system which in this case Buy The Service, because this is the only system that allows the private sector to join in the partnership with the government. This partnership is expected to make the transportation system better than before. But in fact, after this partnership being implemented, there are many complexities of the problems that occur. Among them: the lack of availability of facilities (infrastructure) such as shelters, and even the locations of the existing shelters are not strategic, there is shortage of buses caused by damage as an impact of poor maintenance, too many human resources working at the bus shelters. About the bus services: delays often occur, facility and fleet of buses are not well maintained, the attitude of bus shelter officers and crews tends to be unprofessional, such as negligent in providing information to passengers. As for the operational supervision of the bus is violation of Minimum Service Standards (MSS), supervision of the ticketing system is not in the good condition so it is so vulnerable, the abuse of money obtained from the ticket sale by the shelter officers, and supervision of Use of Vehicle Operating Budget which is still very weak, this weakness is an impact of the surveillance system which does not run optimally.
