- In conducting foreign policy, states occasionaly caught in the middle of great powers rivalry. The ideal principle of state�s foreign policy in the situation of dilemma is keeping balance between two power blocs in order to preserve national interest. Most studies on foreign policy dilemma stress on description and neglect theorisation to understand why states keep doing balance behavior. Using the case study of India�s foreign policy towards BRICS and the United States (US), this research seeks to explain how India�s foreign policy between two power blocs rivalry can be well-balanced. It is interesting since India is both the member of BRICS and its close relationship with the US. This research applies Wendt-ian constructivist specifically using role and collective identity concept to explain India�s foreign policy. The central argument of this research is India can keep doing balance behavior between BRICS and the US by playing two identities in the different context and in the same time. When India is involved inside BRICS, India plays role identity as �leader of the Third World� who stands in line with interests of developing countries. That is why India supports �post-Western world� agenda of BRICS. Meanwhile, when India deals with its bilateral relations with the US, shared values i.e democracy is making them as �natural ally�. As a result, India and the US are having convergence interest on the global stage. That is why India supports US foreign policy agenda. Key findings of this research lead to the theory of foreign policy dilemma in which states are adaptive international actor that will behave differently in the different political context referring to identity they have. This proposition confirms constructivist theory of international relations that identity is driving force of the states action. Playing multiple identities within different context is very important in order to preserve national interest because states will not fall into international rivalry.
