- President is the holder of military power. In addition, the President also has the authority to declare war with another country. Given these circumstances, the research aimed to find out why the power in the military and declared war on another country is the President, knowing how the powers of the President in the military and declare war with other countries, learn how the control mechanism can be applied to the deployment military force by the President in declaring war on another country. This research is normative in which the author examines the principles and doctrines relating to the subject matter in depth. The research was conducted by studying the documents to obtain secondary data. The data obtained from the research literature are qualitatively analyzed with descriptive presentation. Research results show that the power in the military and declare war with other countries on the President as to suggest that the military is under the control of the civil administration and the President as the personification of the state can declare war on another country. In addition to the power in the military and war is declared native powers granted to the President as Head of State. President of the deployment of military forces/army and declare war with another country required the approval of the House of Representatives. Control over the deployment of military forces/army by the president can be done by the House of Representatives in carrying out its supervisory and enforcement checks and balances advance of state institutions. Besides the control can be done by the Council of National Defense relating to setting the general policies of defense and the deployment of all components of the state defense by strengthening the position of the National Defense Council and changed its membership structure.
