- This study aimed to determine the role of Kominda in Demak regency, to know the constraints faced, and to investigate the optimization strategy of Kominda role in supporting local government to build resilience Demak region. This research used descriptive qualitative research method that emphasized field research with data collection techniques using interviews, observation, and documentation. The research data was also collected from literature materials in the form of books, journals, internet sites, and other literature sources so it could be described the facts and the phenomena related to optimize the role of the intelligence community area (Kominda) in supporting the government area to build resiliency. The role of Kominda in Demak regency was inseparable from Permendagri number 16 in 2011 on amendments to the Permendagri No. 11 of 2006 on regional intelligence community. The role had a strategic value for local governments in detecting any potential, symptoms or events that posed a threat in the region so anticipation steps could be taken in order to the potential and the existing problems did not develop even they could be eliminated. Kominda activities could not be separated from that kind of intelligence activity that refered to the intelligence functions included investigation, security, and fundraising. The constraints faced by Kominda were limited by the quality and the quantity of human resources, the facility, the budget, the coordination and the communication. The existing obstacles must be eliminated so the human resources personnel optimization was needed in the form of the personnel additional and increasing performance personnel, the recruitment and the use of nets intelligence, and the education / training of intelligence. The infrastructure optimization was in the form of the infrastructure procurement and the utilization. The budget optimization was in the form of the budget submissions as needed, while the coordination and the communication were in the form of the regular meetings and the incidental meeting to maximize the intelligence information findings. The strategy of optimizing the role of Kominda was necessary to strengthen the organization Kominda of the constraints faced by Kominda, as well as the support of local governments and other related elements of resistance to development of the area that touches every aspect of life be it ideological, political, economic, socio cultural, defense and security can be realized.
