- The existence of public space in the city of Blitar utilized by the general public with a variety of interests form. One form of activity that occurs in the use of public space in the city of Blitar is the existence of parking lot. The purpose of this study are (1) To know the character and distribution of public spaces in the city of Blitar, (2)To know the character and distribution of parking on public space in the city of Blitar, (3) To Develop referral arrangement of parking on public space in the city of Blitar. Acquisition of data in this study were taken by using the method of observation is supported by in-depth interviews, as well as an inventory of documents which is related. In this study, also using manual calculation methods, especially on the variables for which information is hard to come either through observation, in-depth interviews, as well as an inventory of agency documents. While processing the data in the present study carried out by The interpretation specifically to determine the spatial distribution of the location - the location of the study as well as data processing by scoring for organising the result of the information obtained. Based on the scoring results,researchers then establish a typology to construct parking lots referral arrangement that became final goal of this research. All the data processing were analyzed descriptively with accompanying photo documentation to clarify the actual situation from results of this study. The results showed distribution of public spaces in the city of Blitar spread across the city center. Conditions of developing function of public space in the city of blitar consists of the function of commercial development, improving the quality of the environmental functions, functions as a center of culinary activities, as well as a means of entertainment and recreation, especially for local communities. For the results of the research study of parking on its development was supported above the public area contribution of city government through the Department of Transportation Regional Blitar, contributing community land managers on-site parking, and the contribution of the land management by local communities local park. While the results of the third goal in this research is to develop a referral arrangement of parking on public space that includes the addition of a special place and the provision of vehicle parking, parking management procurement legality, legal empowerment of the parking attendants, and control of public space as a location free parking area.
