- Perum Perhutani has launched the Program Pengelolaan Hutan Bersama Masyarakat (PHBM)since 2001 through Decree Perum Perhutani directors Number 136/KPTS/DIR/2001. Community involvement in PHBM program is made possible through a Forest Village Community Institution or refered to as Lembaga Masyarakat Desa Hutan (LMDH). In the implementation of PHBM, many constraints are faced by LMDH. There are indications that decision-making in LMDH policy dominated by the group committe and local elitesand benefits from PHBM enjoyed only by them. This study aims to analyze the decisionmaking processes in LMDH and the distribution of benefits of PHBM within LMDH. This research was conducted in May-June 2013 in the Bangun LMDH which is administratively located on the Donorejo, Kaligesing, Purworejo, Central Java. This study used a quantitative with survei method. Data collection was done by interviews, direct observation and secondary data recording. Descriptive analize were conducted to determine decision and policy making process in LMDH and to determine the benefit distribution in LMDH. This research showed that the process of decision-making in Bangun LMDH can be decided through LMDH meeting and held democratically. Not all parties involved in the decision making process, but only the core committee of LMDH and representatives of sub groups PHBM only. The benefits derived from PHBM are land division sharing, sap tapping worker and revenue sharing. The Share of land distribution has been enjoyed by the whole community, sap tapping worker carried by community which adjusted with the needs in the fieldwork. The use of revenue-sharing is not enjoyed by all members of LMDH and its use is not widely known by the members of LMDH.
