- The purpose of this research is to compare about the extent of the roles played by the Military Subdistrict Commands 2102/Cibinong and Military Subdistrict 2104/Citeureup Regency in charge of defence command in their regions as their main duties in military operation other than war besides helping the local government in improving the regional resilience in the face of threats, disruption, obstacles and challenges and, therefore, allow them to carry out development programmes more optimally for the sake of people's welfare. In addition, it is expected that all national components, especially personnels of territorial command, prioritize their duties for the empowerment of regional defence command in order to strengthen regional resilience. This research is carried out using qualitative research method. The data are obtained from primary and secondary sources through literature study, print and electronic media, interviews with representatives of the Officers (Perwira), Noncommissioned Officers (Bintara), Enlisted Personnel Levels (Tamtama) and civil servants as well as local community leaders in the areas of Military Command. The results of the research show that Military Subdistrict Commands (Koramil) under Regency still face many obstacles in carrying out their duties for the empowerment of defence command, resulting in less optimum outcome. The factors causing the problems include limited means of transportation, communication equipments, facilities and infrastructure as well as budget constraints and limited number of personnel or human resources. Military command who is spearheading the regional command of the unit's time to get special attention, because it is a military command driving and driving in all parts of the region in achieving total people's defense system. Military command need to be more optimally supported in order to gain maximum results. There should be a minimum standard force of the Indonesian military (TNI) in terms of the number of the military unit members so that more effective empowerment of defence command can be carried out. As a result, a total people's defence and security system can be established and the local government can be supported in carrying out regional development programs for people's welfare.
