- Ultimately, the etablishment of Mamberamo Foja Natural Reserve affects on the regional development of Mamberamo Raya Regency, either activities conducted by society or activities performed by local government. It can be seen from the vast amount of administration area of Mamberamo Raya Regency, 2.381.300 ha (± 60 %) administratively included in Mamberamo Foja Natural Reserve, it is about ± 1.574.645 ha, over all areas of Mamberamo Foja Preservation, 2.018.000 ha. Therefore, this research is aimed to explain the relationship of the management of Mamberamo Foja Natural Reserve and the shift of society�s life in a certain region, that has a huge proportion of preservation, such as Mamberamo Raya Regency, it is also to describe the management and utilization process of natural resource within Mamberamo Foja Natural Reserve and to reveal the effect of Mamberamo Foja Natural Reserve on development in ptocess Mamberamo Raya Regency. The method used was inductive � qualitative by explorative approach. The data collecting technique was collecting through primary and secondary data. Thus, the technique to abtain relevan informant (key persons) was purpose sampling. Finnally, the research finding was a concept that explaining the effect of Mamberamo Foja Natural Reserve on the life development process in Mamberamo Raya Regency. This concept was consistency concept between preservation and social adaptation. Consistency concept of preservation arose from activities occurred within the area performed by community and local government. Meanwhile, social adaptation concept is related with changing perspective over natural resource shifting and livelihood with the decision policy of Mamberamo Foja Natural Reserve.
