  • Disclosure of information is becoming an important issue in governance. Transparency and accountability has become the primary value in the establishment of good and clean governance. In 2008, the Indonesian Government issued UU No.14/2008 which regulates public organizations to implement Public disclosure of Information. This thesis discusses about Public Information disclosure held by the Government of Bantul district, which is already have legislation governing the transparency of information prior to the Freedom of Information Law, namelyPerda No.7/2005 about Transparency and Public Participation. The problem is because this law has been established since 2005, there are some rules in the law that are less in tune with UU No.14/2008. The issues raised in this thesis are: (1) How Public policy implementation by the Government of Bantul. (2) Is Regulation No.7/2005 strengthen or weaken the implementation of Public Information disclosure in Bantul regency. The study was descriptive qualitative. Analyses were performed with the interactive model by Miles & Hubberman, through a process of data reduction, data display and conclusion/ verification. Results from this study is that the implementation of Public information disclosureby Government of Bantul still not been implemented to the maximum. The Government has managed to serve the public in providing information requested by the public, but public disclosure is not just about providing what is demanded by the public. Beside that, Government has not maintained the website well, categorize information based on its type and not be proactive to publish public information to communities. PPID also do not have a system of coordination with other sector, so it can not function optimally as information and documentation manager. If we read Perda No.7/2005, there are many loopholes that could potentially hinder the implementation of the Freedom of Information, because the content which is not in harmony with the Freedom of Information Law is the fundamental problems, such as the problem of the rights and obligations of the applicant's information and public institutions
