- PT. Chevron Pacific Indonesia (CPI), is one of the largest oil and natural gas companies in Indonesia. For operations on the island of Sumatra, CPI opened three major oil fields which scattered in Riau Province. One of the company's issues that get enough attention is the people who founded the settlement in a crossing pipe of red zone or danger zone. This condition is very worrying given that the the site has many high-pressure pipelines. In addition to the impact on public safety, this issue also affects the company's operations. In resolving the issue, the Department of Policy, Government, and Public Affairs (PGPA) have the role to be company�s radar to respond proactively on the impact of changes in the external environment. The purpose of this study was to obtain an overview of the strategic steps taken by the Department PGPA which carry out the role and functions of public relations in resolving the issues between the company and the people in the red zone, especially to resolve the case at the company's location which categorized as red zone ie 7D-66. In this study, the researchers used a case study method. Case study is used as a research strategy in this study to answer the question of "how" the strategy adopted by the Ministry PGPA as public relations firms in resolving cases 7D-66 where on the site has community-owned settlements that was built in the dangerous area of the concession company. In this study, the case study method was chosen because the CPI is unique and the uniqueness in solving the red zone issue. The results showed that the company needed a touch of public relations in solving the problem of red zone. Involvement of PGPA Department in response to the failure of previous communication efforts made by some actors had terribly provoke a negative situation. In resolving this issue, the Department PGPA hold local government officials to support the actions and communication as well as helping to facilitate an open dialogue with the public. Corporate communication strategy is more responsive and not proactive. The new company took the action after an indication of the site dangers . The involvement of both internal and external stakeholders become the key factors that can not be compromised in the process of completion. Coordination and cooperation among all relevant stakeholders can minimize the potential of conflicts due to the case.
