- The Provision of Clean Water and Sanitation Community-based Program (PAMSIMAS) is the government� program to increase numbers of people who can access a sustainable clean water and sanitation and also increase the public health behaviours. Kragan Village is one of the villages which accept Pamsimas program beacause of the difficulty access to the drinking water and sanitation. Besides, Kragan villagers shows a poor health behaviour in their habbits that they do in the open area. The purpose of this evaluation study is to measure the effectiveness of the PAMSIMAS which has been implemented on Kragan Village, Gondangrejo Sub-District, Karanganyar Regency and also to study the factors which influence the program effectivity. This evaluation study is a qualitative research using deductive approach. Data are collected through questionare instruments, guidelines interview and observation. After validation, we analyze the data quantitatively. Furthermore, Chi Square statistic method is used to find out factors that influence the effectivity of output attainment. The result of this research shows that output of PAMSIMAS in forms of community participation, community basic service, community capasity, and local civic institute run effectively. PAMSIMAS outcomes are quite effective in increasing healty behaviours such as using soap in washing hands, ownership of standardized toilet, and effectivity in their bowel habbits, the use of clean water, and increasing the health degrees. The PAMSIMAS effectivity is influenced by leadership, resources, organization, and community history. Through the chi square analysis, it shows that leadership has a relationship with the finance transparancy, organization has a realtionship with the roles of health cadre, while the commmunity history related to the network expansion and independence of local community institutions financing.
