- This study aims to find out in more detail the implementation of the Commission's decision was legally binding relevant competition law enforcement in the jurisdiction of the District Court of Central Jakarta, the factors inhibiting the implementation, and an attempt to overcome these obstacles. This research is a normative juridical law is, the study is based on library research to obtain secondary data, which is equipped with empirical research to obtain primary data. The data have been collected, both from the research literature and field research, analyzed qualitative descriptive method. The results of this study demonstrate that the Commission's Decision of 7 who already have permanent legal force and are condemnatoir, there is a decision that has not been implemented by businesses, but it has not been done because the execution order for execution has not been obtained from the district court. In addition, there has never been the Commission's Decision submission to the investigator. Factors inhibiting the implementation of the Commission's decisions in the above is on the problems of ambiguity in the concept of fines, restitution, and criminal aspects
