- Land consolidation is a policy to organize land tenure and land use by involving a community participation thus increasing the environment quality and legal certainty. Land consolidation has already implemented in several municipalities in Indonesia as general and in Bali Province particularly. Land consolidation in Darmasaba Village, Abiansemal Subdistrict, was the first of community-based land consolidation that was implemented in Bali Province. This study used descriptive qualitative method by exploring an information from a respondent who was directly involved in the community-based land consolidation project. This study was aimed to explore factors that encourage the implementation of community-based land consolidation in Darmasaba Village. This study found that there are 4 factors that encourage the implementation of community-based land consolidation in Darmasaba Village. These four are: 1) land owners, 2) local leader, 3) sponsor, 4) government. Community-based land consolidation treat land owners as a subject of the project. Land owners were not only involved in the activity but also take an active participation start from initiative, implementation, until to the supervision. Local leader also toke a role in this activity, started from participation in communitybased land consolidation activity until to representing the land owners in arrange coordination with the sponsor and government. The sponsor did not only help the land owner in funding, but the sponsor also assisted the land owners in design and construction in this community-based land consolidation. The implementation of community-based land consolidation can be performed because got support from the government (BPN) started from licensure until to the land certificate issuing. Coordination that was arranged between land owners, local leader, sponsor, and government started from early activity until to the end of activity already resulted in community-based land consolidation can be performed.
