- Deras village is located in the center area of production forest owned by Perum Perhutani. Eighty three percent of the area is production forest. Most of the villagers are farmers who utilizing forest land for agriculture activities. The behavior of pesanggem farmer in utilizing a forest land can influence the agriculture production that was produced by the forest land and would influencing too the pesanggem farmer welfare. This study aims to explore the behavior of pesanggem farmer in utilizing the production forest land owned by Perum Perhutani. The study utilized qualitative approach. Data was obtained by observation, in depth interview to the pesanggem farmer and the parties related to the forest land utilization, focus group discussion, secondary data and literature review. Data was analyzed descriptively and discussion was performed inductively. The study found that the behavior of pesanggem farmer in Deras Village tend to not environmental friendly and had orientation to meet a short time economic need. That is encouraging them to have instant behavior (as quick as possible/ as soon as possible) in utilizing a production forest land. There is also a communal behavior that is not appropriate to the regulation and become a pesanggem farmer culture in utilizing a forest land. The factors that cause the behavior of the farmer are patron-client pattern amongst a pesanggem farmer, limited knowledge of the farmer on sustainable and environmental friendly agriculture system. Further more, influential factor that also encourages them to behave in an instant are the weakness of a monitoring by Perum Perhutani on cooperation contract and the absence of involvement of LMDH and regional government in the monitoring of cooperation implementation between pesanggem farmer with Perum Perhutani.
