- There are 50 national parks established until 2004 covering the area of 16.38 million hectares or 65% of total conservation area in Indonesia. Furthermore, 21 models of national parks were stipulated in 2006, one of which is the West Bali National Park (TNBB) aimed at being an independent national park. The objectives of this research are to describe and formulate the model of TNBB management in order to be in harmony with biogeophysical characteristics, economic needs and sociocultural needs based on the dynamic system analysis. The research was conducted at Sumberklampok Village, a buffer village, naturally serving as the habitat of Jalak Bali (Leucopsar rotshchildi) and located in the area of TNBB. It employed the dynamic system analysis in order to describe the model of TNBB management and Powersim Constructor program to simulate it, the economic analysis especially ecotourism in order to see its impact on the income of TNBB as the model national park and on the community of Sumberklampok, and the sociocultural analysis in order to see the social change and its impact of the existence of TNBB area. The model of TNBB management can be described as an independent national park or a national park applying the system of Public Service Agency (BLU). The obstacle encountered by TNBB as an independent national park includes a budget system which does not give any incentive to the financial management of TNBB. The construction of the system indicates that ecotourism sector does not influence significantly on the finance of TNBB as the independent national park and the economy of Sumberklampok Village�s people. The implementation of TNBB as the independent national park can be performed through the system of BLU. The result of simulation indicates the capability of TNBB as a BLU in managing the area according to the biogeophysical characteristics, economic needs and sociocultural needs of Sumberklampok Village�s people.
