  • Shipping industry in Indonesia is increasing rapidly, especially for the needs of oil and gas sector. This is triggered by the rising of oil prices and government support through the principle of "cabotage" which enforce to utilize Indonesianflagged vessels and manned by Indonesian citizens. The offshore shipping companies take this momentum by increasing the number of their vessels and maximizing utility of the fleets. This purpose of this study is to analyze how much is the gap between actual and contractual vessel utilization, the dominant factors causing these gaps and produce recommendations for further improvement. This gap is ineffectiveness of operational management because of inability to utilize vessel operations as per contract obtained, so there is an opportunity loss occured. By using Fish Bone Analysis, researcher breakdown what makes this gap and the dominant factors cause. The implementation of concept â��Just In Timeâ�� which is aligned with Vessel Plannned Maintenance System is appropriate to do in order to overcome the problems caused by delays because of unavailability of materials / parts, unprepared contractors when needed. In this case, the researcher concluded that "zero inventory" and "integration scheduling " are the elements of the concept of "Just In Time".
