- Background: The avalaibility og human resources particulary doctors and paramedics greatly affect efforts of a hospital to achieve its objectives. To assess adequacy of human resources at Jayapura District Hospital, it is necessary to refer to Health Minister�s Regulation No.340/Menkes/Per/III/2010 in order to find out planning of the hospital management to fulfill the need for doctor and paramedics in the condition when there is shortage of human resources and factors affecting the planning. Objective: To analyze the planning and strategies made by the management of Jayapura District Hospital to fulfill the need for doctors and paramedics according to the standard of the Ministry of Health No. 340/Menkes/Per/III/2010. Method: the study was a qualitative research with single holistic case study design. Results: The results of the study showed that steps taken for the fulfill of human resources had not been clearly accomodated in strategic plans of the hospital beside many factors that affected to the planning need serious attention. Conclusion: 1) Steps of planning stategies for the fulfillment of doctors and paramedics at Jayapura District Hospital had not been accomodated in the strategic plan of the hospital
