- The porpose of this research is to determine how the implementation of the responsibilities of the absolute (absolute liability) by the airlines as the executor of air transportion activities of the aviation accidents. The studys also exploler how the absolute responsibility of the aviation accident can protect the passengers as a victim in the accident flight, then it can be seen also how the implementation of the absolute responsibility in compliance with applicable laws and the regulations. This research is a normative-descriptive research, by reviewing the provisions of law and related to the implementation and operation of aviation as a public transportation in case of implementation of the absolute responsibility of the aviation accidents and analyzing aviation accident cases and find the whether of handling aviation accident cases has been in accordance of absolute responsibility in applicable laws and regulations. this study use data that is collected in through library research to get the secondary data, which is already in its finished form, such as data in documents and publications covering primary legal materials, legal materials secondary, and tertiary legal materials. Location of the research are at Library of Gadjah Mada University, the Library Faculty of Law, Gadjah Mada University, the Graduate Library of Gadjah Mada University, and Library of Diponegoro University. Based on this research, the of absolute responsibility was adopted in the International Convention on Aviation. Convention on international flights who hold the principle of absolute responsibility of the Rome Convention 1952
