- In the last few years, the informal sectors in Indonesia urban areas showed rapid growth. The growth, especially for street vendors related to the decline of the formal sectors capability in absorbing labour force in the city. It is caused by the village-city immigration where the growth of labour force is more rapid than the growth of employment opportunities. As a result, unemployment occurred mainly among young and educated people in the informal sector growth, in the city. The informal sectors occupied strategic places in urban areas with the growing number of them unsupervised. Then, it is considered to be inviting a lot of problems for urban spaces. Recognize the conditions, pushing the municipal government to adopt policies by issuing the relocation policy. The policy based on the local government regulation No. 18/2000 about the order, cleanliness, and beauty of the city. The objective of this research is to find out the implementation of street vendors relocation policy in Anyar market has been effectively implemented, then we can get a picture both positively and negatively of the implementation process. In addition, the objective is to find out the factors affect the implementation of street vendor relocation policy. Thus, the finding of this research can give a better understanding about the implementation of street vendor relocation policy. The research is begun by survey through spreading questionnaire to the street vendors who have relocated. Then, it is continued by interviewing with some actors who involved in the implementation of the relocation process. The analyzing of the relocation policy effectiveness through the framework of organizational theory in order to know the attitude of implementers, communication between officers and street vendors, available resources, and compliance and responsiveness of the target group. Then, the effectiveness of policy can be analyzed through the result of goal�s achievement, and satisfaction of the target group. The research also used the triangulation source and technique in order to get validity, reliability, and objectivity of data. The methods of this research are survey, questionnaire, interview, and desk research. Furthermore, the results show that the goal�s achievement in order to create free area of street vendors, change the illegal status of street vendors to be the legal status, and increase local government revenue does not achieve. Thus, the implementation of policy is ineffective. Conversely, the satisfaction of the target group can achieve through the facilities provided, the safety guarantee, and the waste disposal service. Meanwhile, there are some factors affect the process implementation. The factors are attitude of implementers, communication, resources, and compliance and responsiveness of the target group. Overall, the attitude of implementers appropriate to the procedure. The implementers have knowledge and understanding about the program. They also have consistency to do regulation, and they cooperate with the street vendors. In the communication process, there are two stages has conducted: socialization program and controlling program. Before socialization program, the officers have coordinated with other institutions related. They also have coordination with the target group. Thus, based on the two factors, the implementation of relocation policy is effective. However, the available resources in order to implement the policy are insufficient to support the implementation process. The number of officers is not enough if compared to the number of street vendors. Meanwhile, the operational vehicle only used in the controlling program. Besides that, the local government does not provide budget in order to implement this program. Moreover, even the street vendors understand about the program, cooperate with the officers, and have the awareness to move, but only some of them want to move to the new place. Thus, the implementation of relocation policy is ineffective. The effectiveness of implementation of street vendor relocation policy can achieve when the result of street vendor relocation policy has conformity with the goal of policy implementation. However, there is the other party involved in the implementation process. It is PT. Propertia Century Raya (PT. PCR) as an owner and developer of the new location. Thus, there are some interests derived from PT. PCR in order to get much profit in the process. It also determined the successful of the relocation program. Finally, it is necessary for local government to prepare the program well in order to get effectiveness. Besides that, the local government also has to promote the new location to the customers, give coaching and maintaining the street vendors.
